Phase Zero cloud strategy

We’ve done the research. We know the road.

Four enterprise programs already walked the road to Department of Defense cloud at scale. The swim lanes, the gates and the interdependencies are known ground. What a mission organization needs from us is not discovery — it is focus.

Four bodies of research merging into one known road Standards, mission requirements, OEM reference practice and four peer enterprise programs converge into a single researched route, which runs to a target waypoint. Researched baseline

Peer programs and standards provide the stable reference, instead of starting from a blank page.

Six weeks

Decision-ready strategy

Thirty business days from kickoff to an agreed next bounded decision.

Three depths

One conversation

Leadership, program and technical views drawn from one evidence trace.

No dependencies

Controlled handling

The workbench runs without a network, and source material stays in its approved environment.

Three questions

Answer these, and the deeper engineering gets easier.

01

Leverage

Which capabilities and evidence are trustworthy enough to carry forward?

02

Establish

Which foundations must exist before the rest can move — ownership, continuity, security and dependency visibility?

03

Sequence

Which decisions and engineering begin now, and which can wait without cost?

One map, three overlays

Complexity, brought into focus.

The base is the researched road. Three overlays sit on top of it: where you are now, the transformation workstreams that move you, and the day-two operations that keep it running. Hover a plane to see what it carries.

One base map with three overlays drawn on top of it A base plate showing the researched road, with three translucent planes stacked above it: your current position, the transformation workstreams, and day-two operations. Each plane is labelled to the right of the figure. Base · the known road Researched lanes. Does not change per client. Overlay 1 · Current position Confirmed markers. Derived, never asserted. Overlay 2 · Transformation workstreams Build · contract · acquire · join Overlay 3 · Day-two operations Shared and mission services. Who runs it, and whose it is.

This is Phase Zero — and we read it like Phase Zero

Everything you already run is leverage. Everything you don’t is scope.

Most clients come to this engagement almost entirely on premise — sandbox work, DR exercises, maybe a pilot — because laying the foundation is the whole reason we’re in the room. So the assessment holds its two kinds of question apart, and never collapses them into one list.

Legible and extensible

Where a practice has a data-center equivalent, we ask to see how you run it today. Those readings are comparative — which practices are strongest, and therefore what to lean on — because the work there is extending something real with the team you have, not inventing it.

Net new

Cloud-native capabilities with no on-premise equivalent have no current position to describe — not started, and not expected to be. They’re the scope of your program, and for each the question is whether to build it, contract it, acquire it as a service — or join an enterprise program that already runs it.

How the six weeks run

Bounded, repeatable, and light on your calendar.

Thirty business days from kickoff to an agreed next decision. An optional client-side window before the clock starts lets you stage evidence you already have.

W1Align & plan

Mission outcomes, strategic questions, stakeholders, handling boundaries.

W2Discover

Approved cloud, data, security, authorization, application and financial evidence.

W3Calibrate

Compare requirements, peer programs and proven practice. Find the leverage and the constraints.

W4Form strategy

Client-specific cloud and AI principles. Guardrails and due diligence — not detailed design.

W5Sequence

Foundations, dependencies, investment decisions, accountable gates.

W6Validate

Pressure-test with stakeholders. Agree the next bounded decision and its owner.

Four named points of contact

Technical, mission, security or ISSO, and a data steward authorized to grant evidence access.

One or two interviews per owner

Focused clarification where the evidence is incomplete or inconsistent. Not a survey campaign.

Sponsor reviews in weeks 1, 5 and 6

Major assumptions, priorities and the release decision. Three touchpoints, not a standing committee.

The executive briefing

The same story, in three minutes.

Twelve slides drawn from the same design system as this page, narrated. Captions are on by default, and the full transcript is one click away.

AI-generated narration; no person recorded it.

AI readiness inside the strategy

Three lenses — a posture inside the strategy, not a fourth report.

01 · Enable

Cloud and mission data

Documented platform patterns, candidate data providers, and the exact environment questions worth asking.

02 · Govern

AI RMF and guardrails

Accountability, intended use, data, evaluation, monitoring, named-person authority.

03 · Sustain

FinOps and token economics

Consumption connected to budgets, allocation and operational accountability.

Evidence custody

Sensitive source material stays inside its approved environment.

Client-approved AI

Your team analyzes documents inside its environment and returns approved observations or references.

GCC High Copilot

The consultant works inside the authorized tenant, where documents and approved tooling remain governed.

Manual review

Approved material is reviewed in place and conclusions, pointers and follow-up are recorded without uploading source documents elsewhere.

Second readerA nine-check challenge runs against our own readings before you ever see them — and it runs on this laptop, like everything else here.

What you walk away with

Three depths of one conversation — not three disconnected documents.

Every published position carries the confidence of the evidence under it, and no finding is stated more strongly than that evidence supports.

Executive briefWhat the engagement revealed, what you are positioned to do, the constraints to work first, and the decisions in front of named owners.
Transformation planHow the strategy becomes work: first wave, sequence, dependencies, decision gates, and a 0–48 month horizon.
Technical analysisArtifact-level evidence, standards, architecture, and the trace an assessor can follow.

A bounded next step

A focused scoping conversation. Then a fixed-scope Phase Zero ROM.

No commitment beyond a conversation. Confirm the mission question, the evidence-handling path, and sponsor and participant roles first. Evidence informs; named individuals with authority decide.
