A worked example
The position we confirmed: a charter and an accountable owner are documented, and the decision forum is not yet operating with recorded decision rights or a standing escalation path to the Authorizing Official. Here is what that produces.
Two of the four are gates: nothing downstream sponsors an authorization package until they exist. The sequence makes decision rights, risk tolerance and the inheritable baseline visible before a landing-zone or authorization engagement begins — which is the point of doing Phase Zero first. Horizons are planning scaffolds, not promised dates.
How positions are established
Every position traces to approved material a client already holds, or to a conversation played back and confirmed with the person who owns it.
A nine-check second reader argues with our own readings — does the position follow from the rationale, is the gap over- or under-claimed — and it runs on this laptop.
